Ubuntu 18: Not persisting password after reboot

I want to change the password for the user user. After logging in as root I try the command passwd user which, prompts me entering a new password and then confirming it.

However after confirming, I receive this output:

passwd: password updated successfully

#################################################################
                            CAUTION
Setting password to be persistent after reboot/firmware upgrades.
#################################################################

Not persisting password after reboot!

And after rebooting, it did indeed not save the changes. I am doing it with root rights and also tried with sudo additionally, but no change has been shown.
