“mklink /H” command on Windows produces error: “The system cannot find the file specified.”

I open CMD as Admin and I can execute creation of symbolic (soft) link in Windows, but for some reason I am not able to create Hard link.

mkLink  /H link.txt src.txt
The system cannot find the file specified.

While the following works, but I would need Hard link. File (src.txt) does exist on the given path!

mkLink  link.txt src.txt

Creation of the links for the directories (/D) works without any issues.
